ROI done!

I found where the problem is 

Right click on the image in GIMP -> color -> mapping -> rearrange color map

then you can drag the color blocks to sort as the sequence you want.

You don't need to "fill in" the colors 

This is much better than the tutorial PDF made by predecessor.
